build builds the runtime image described by the lifecycle config. The build strategy comes from common.launch_type in agentkit.yaml: local builds with local Docker, cloud builds in the cloud, and hybrid builds locally before pushing to the cloud container registry.

agentkit.yaml. If no Dockerfile exists, the CLI generates a default Dockerfile from the language, entry point, dependency file, and cloud provider.
